Job Description Summary
The Deputy Director of the Office of Community Security (OCS) is a senior leadership position responsible for helping lead the Greater Miami Jewish Federation's community-wide security strategy and operations. Reporting to the Director of Community Security, the Deputy Director serves as a key strategic and operational partner to the Director and helps ensure the effective delivery of security services, preparedness initiatives, threat intelligence, training, risk assessments, and emergency response across Miami-Dade County's Jewish community.
The Deputy Director serves as a trusted security advisor to Jewish institutions and works closely with Federation leadership, institutional professionals and volunteer leaders, law enforcement, emergency management, government agencies, and national security partners. The position requires a combination of security expertise, sound judgment, strong relationship-building skills, operational leadership, and the ability to translate complex security issues into practical guidance for community organizations.
This is a community security leadership position rather than a traditional security guard or physical security supervisor role. Essential Functions and Responsibilities
- Serve as the Director's principal deputy and strategic partner, helping establish departmental priorities, coordinate initiatives, and provide day-to-day operational leadership for the Office of Community Security.
- Represent and act on behalf of the Director, as appropriate, at internal and external meetings, community events, agency briefings, and during security incidents or periods of elevated threat.
- Conduct Threat and Vulnerability Risk Assessments (TVRAs) for Jewish institutions and partner organizations; identify physical and operational vulnerabilities and recommend practical risk-mitigation strategies and infrastructure improvements.
- Develop, coordinate, and facilitate security training programs focused on active threat response, situational awareness, emergency preparedness, crisis response, and related topics; develop and adapt training materials for audiences with varying levels of experience.
- Serve as a trusted security advisor to executives, clergy, school leaders, security committees, and other institutional leadership, helping organizations assess risk, prioritize security investments, and implement appropriate protective measures.
- In coordination with the Regional Threat Center, assist in identifying emerging threat patterns affecting the Jewish community and recommend appropriate changes in security posture, preparedness, communications, and protective measures.
- Research emerging security technologies and evaluate their potential integration into existing security systems, practices, and community-wide strategies.
- Support and, when appropriate, lead OCS coordination during emergencies, security incidents, major community events, and periods of elevated threat, including liaison with law enforcement, emergency management, institutional leadership, and Federation leadership.
- Participate in the development, testing, and continuous improvement of emergency operations, crisis communication, continuity, and incident response plans.
- Build and maintain strong collaborative relationships with Jewish institutions, local, state, and federal law enforcement agencies, emergency management officials, government partners, national security organizations, and community leaders.
- Maintain familiarity with federal, state, and local security grant programs and, as appropriate, assist community institutions in understanding security priorities, allowable investments, and implementation considerations.
- Establish and maintain systems for tracking assessments, trainings, institutional engagements, recommendations, follow-up activities, and other key performance indicators; prepare regular reports for Federation leadership.
- Assist with departmental planning, budgeting, resource allocation, vendor coordination, program administration, documentation, and operational planning.
- Foster an inclusive and collaborative environment while working effectively with individuals from diverse backgrounds and experiences.
- Perform other duties as assigned in support of the mission of the Office of Community Security and the Greater Miami Jewish Federation.
Qualification & Skills
- Exceptional verbal and written communication skills with the ability to communicate effectively with executive leadership, community members, public officials, and external partners.
- Strong presentation and public speaking skills including the ability to communicate sensitive security information clearly and calmly.
- Demonstrated ability to build trust, establish partnerships, and maintain productive relationships across diverse organizations and constituencies.
- Sound judgment, professionalism, diplomacy, discretion and ability to in sensitive situations.
- Excellent organizational and project management skills with exceptional attention to detail.
- Ability to manage multiple priorities, meet deadlines, and adapt to changing circumstances in a fast-paced environment.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Microsoft 365).
- Ability to quickly learn and utilize new technology, security software, and intelligence platforms.
- Strong analytical and problem-solving abilities with the capacity to assess risks and recommend effective solutions.
- Familiarity with Jewish culture, traditions, holidays, institutions, and community practices is preferred but not required.
- Self-motivated with the ability to work independently and collaboratively.
- Highly organized, dependable, and resourceful.

Education and Experience
- Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, Public Administration, Military Science, or a related field is preferred.
- Minimum of ten (10) years of progressively responsible leadership or operational experience in local, state, or federal law enforcement, military service, homeland security, emergency management, intelligence, public safety, or a closely related field.
- Demonstrated experience conducting security assessments, developing emergency plans, delivering training programs and managing security operations is strongly preferred.
- Proven ability to coordinate effectively with public agencies, institutional partners, and community stakeholders.
- Ability to successfully pass a comprehensive background check.
- An equivalent combination of education, training, certifications, and relevant experience will be considered.
Compensation & Benefits
The salary range for this position is $95,000-$110,000, commensurate with experience and qualifications. The Greater Miami Jewish Federation offers a comprehensive benefits package for eligible employees.

This position requires regular travel throughout Miami-Dade County to community organizations, schools, synagogues, and partner agencies. Occasional evening and weekend work is required to support meetings, community events, emergency response activities, and security initiatives.
